CLOUD to hold meeting on Bailrigg Garden Village Development

New local campaign group CLOUD is calling a General Meeting for its members and supporters on Tuesday 20th March at 7.30pm in the Cobblers Suite at the Boot & Shoe pub in Scotforth.

As you’ll have seen from the CLOUD Newsbriefs and the local media, Lancaster City Council voted on 20th December 2017 to adopt the Local Plan, including the development of Bailrigg Garden Village (BGV).  CLOUD argue that the plan for 5,000 new homes in South Lancaster is an extreme development, unprecedented in its size. They are concerned that the current problems of the area, which include severe annual flooding, traffic congestion and lack of amenity, have been made worse by a historical tendency to develop without due concern for infrastructure and climate change, and that this tendency could be catastrophic in a development on this scale. 

Obviously the City Council is under significant political and commercial pressure to develop new housing. The area is mainly short of decent affordable accommodation but the word 'affordable' means one thing to local residents and another to developers, who base their projections on national, rather than local price indexes. The Local Plan is based on an assessment of housing need carried out by development consultants Turley, a year prior to the Brexit referendum. It based its assessment on a projection of strong economic recovery and an increase in international immigration to the area that would result in rising demand for professional income housing. That was three years ago and so far these projections have spectacularly failed to materialise, but they are still part of the basis for the Local Plan for housing development. 

The other issue is the prospect of some government support for a large scale Garden Village development. The Council believe this offers an opportunity to attract investment. This government has been reluctant to put more than thoughts and prayers into local infrastructure, as flood victims have recently discovered, so it's up to local residents to campaign for financial investment to make it resilient to long term changes in climate and the way we live, work, travel and age. CLOUD believe that a substantial public lobby can reinforce a responsible planning approach designed to build resilience into the local community. It's necessary to counterbalance a commercial development sector with different priorities that can lobby directly, personally and influentially.

The next and crucial stage in the process of approving the Local Plan is about to start.  This is the examination of the plan by a Government appointed planning inspector.  The inspector will consider both written objections to the plan and also carry out public hearings.  This provides local residents with our sole opportunity to register our opinions on the Bailrigg garden village before the deadline of 6th April 2018.  The Local Plan documents, supporting information and details on how to comment are available at

Please note : Any representations you made on the previous version of the Local Plan (around 12 months ago) will NOT be carried forward to the Planning Inspector.  Only fresh representations made now will count.

CLOUD believe that planning inspectors understand the technical issues involved and bring independent judgement to the plans they examine.  They are convinced that, with sound arguments and enough support, sensible amendments to the proposed plan can be made.
